Green/Gray Bin (Trash)
All trash must be tightly bagged before being placed in the cart to prevent litter. The lid must close completely. Have your cart at the curb by 7:00 a.m. with the wheels facing your house.

Placement
Place items safely at the curb by 7 a.m. Monday of your bulk week. Keep items at least three feet away from parked cars, low-hanging tree branches, fire hydrants, and your regular roll carts.

If your bulk items exceed the four-cubic-yard limit, you must contact WM directly at (903) 794-4111 to schedule a special pickup and arrange for the additional payment.
Holiday Schedule
General Rule
Waste Management only suspends service on Thanksgiving and Christmas. Collections on all other holidays run on a normal schedule. If an observed holiday falls on a weekday, service shifts one day late.
Yard Waste Exception
Bulk collection weeks will also adjust accordingly if the scheduled pickup day falls on one of the two observed holidays.
Always ensure your bins are out by 7:00 a.m., even on non-observed holidays, as truck routing times may differ significantly from normal.

Keep Plastic Bags Out of the Recycling
Never place loose plastic grocery bags or plastic film into your recycling cart, and do not bag your recyclables. These stretchy plastics wrap around the sorting gears at WM's recycling facilities, causing major delays and safety hazards.
Empty and Dry is Crucial
Before tossing out plastic or glass bottles, make sure they are completely empty of food and liquids. A half-full soda bottle or unrinsed jar can ruin a whole batch of clean cardboard and paper during transit.
No Batteries in the Carts
Never throw batteries (especially rechargeable lithium-ion ones) into your trash or recycling bins. They are a massive fire risk when compacted in the back of the collection trucks. Take them to designated electronic waste drop-offs.

Fall
October - DecemberDuring peak leaf-falling season, remember that bagged leaves can be set out for your monthly four-cubic-yard bulk collection, or you can haul large amounts directly to the TWU Compost facility on South State Line Ave.
Winter
December - FebruaryWM only observes Thanksgiving and Christmas Day. If your collection day falls on or after these holidays, your service will be delayed by one business day for the remainder of that week.
Spring
March - MaySpring cleaning often results in heavy bulk piles. Make sure all Freon is professionally removed and tagged before placing refrigerators or window A/C units at the curb for your scheduled bulk week.
About Texarkana Waste Management
Automated Curbside Services in Texarkana
The City of Texarkana contracts with Waste Management (WM) to provide weekly residential trash and recycling collection using automated trucks. Residents are issued 96-gallon wheeled carts. Because of the mechanical lifting arms, placement is extremely important; carts must be spaced at least three feet apart from each other and away from all obstacles, with the wheels facing the home. Set your carts out by 7:00 a.m. on your collection day.
Monthly Generous Bulk Collection
Rather than making you call ahead for every large item, Texarkana provides a generous four-cubic-yard bulk pickup once a month based on your designated zone week. Residents should place their bulky items—such as old furniture, large bagged leaves, and fence sections—at the curb by 7:00 a.m. on the Monday of their scheduled bulk week. If you exceed the four-yard limit, you must contact WM directly to arrange a special pickup and payment.
Green Waste & Composting Drop-Off
For residents who generate more yard waste than what fits in the monthly bulk pickup, the Texarkana Water Utilities operates a dedicated Compost and Green Waste Disposal facility at 3616 South State Line Avenue. Here, residents can drop off grass clippings, leaves, and large tree prunings (up to 12 inches in diameter and 8 feet long). Clean, untreated lumber and pallets are also accepted.
DIY Landfill Disposal Access
Texarkana residents have the added benefit of utilizing the New Boston Landfill (located at 1030 US-82 West) for free residential waste disposal. To gain entry without paying a fee, you must present your most recent Texarkana water bill along with a driver’s license matching the address on the bill. Please note that all loads must be properly covered and secured to avoid fees or penalties.
